Kuwaiti interior minister resigns as new crisis looms

Kuwait's Interior Minister Sheikh Jaber Khaled al-Sabah handed his resignation to parliament on Thursday, a parliamentary source told Reuters.

"We received information that the interior minister submitted his resignation and it's up to the prime minister whether he will accept it or not," the source said.

Earlier, Kuwaiti MPs held the interior ministry accountable for the brutal torture and death of a citizen in custody and condemned such violations in police stations.

Mohamed al-Mutairi died after being reportedly tortured by police officers in the southern governorate of al-Ahmadi. His death later stirred a heated debate on Wednesday in the Kuwaiti parliament.

 

The complaint prepared by MPs against Interior Minister Sheikh Jaber al-Khaled was supposed to be submitted to parliament Thursday, said opposition MP Faisal al-Meslim.

However, other MPs agreed to postpone the submission of the complaint until results of the investigation into Mutairi’s death come out.

MP Ahmed al-Sadoun, leader of the Popular Action bloc, said he is willing to postpone the questioning of the interior minister provided that an investigation is conducted into the report issued by the Kuwait Naft Hospital of Mutairi’s death.

Sadoun added that several members of staff at the hospital threatened to resign if the report is tampered with.

MP Musallam al-Barrak, member of the Popular Action bloc, explained that according to the hospital, Mutairi sustained severe wounds and bruises in different parts of his body and that his feet were tied.

Sadoun and Meslim accused the minister of interior of lying while MP Jamaan al-Harbash, from the Islamist Hadas party, said that what happened is not different from what used to happen in the prisons of late Iraqi President Saddam Hussein.

Barrak warned the ministers of interior and petroleum of attempting to tamper with the medical report that proves Mutairi was tortured to death in al-Ahmadi police station.

“If the minister of interior stays in his position, Kuwait will turn into a repressive nation,” he said.

Salafi MP Waleed al-Tabtabaie said the prime minister and the interior minister are both responsible for the death of Mutairi.

“They both have to accept their political responsibility for what happened,” he said. “They have to resign.”

In an earlier statement he gave in parliament, Interior Minister Sheikh Jaber al-Khaled stressed that the dignity of citizens is a priority for all security bodies in Kuwait, yet added that the deceased was caught red-handed selling alcohol.

“After obtaining an arrest warrant, the police caught the suspect and he resisted,” Khaled said in his statement. “He had a knife and tried to stab the officers then ran away.”

Khaled added that after security forces managed to catch him again, he started hitting them with a wooden plank.

“During all this, he sustained several bruises and injuries then started complaining of a pain in his chest. We called an ambulance and he was transferred to the Kuwait Naft Hospital where he passed away.”

Khaled explained that Mutairi’s body was referred to the forensic unit and that a team of three doctors was formed to investigate the reasons for his death and to ensure that no violations were committed by police officers.

The deceased, Khaled said, was arrested several times before for selling alcohol, possession of drugs, driving under alcohol influence, and physical assault and was sentenced to jail in 2005.

“In case the investigation proves that any violation was committed by the police, whoever is involved and no matter how high his rank is will be penalized. I will never accept to head a ministry that assaults citizens.”

The ministry of interior issued another statement to support the minister’s defense and to reassure public opinion that no violations were committed by the police.

Islamist MP Hussein Mazid lashed out at Khaled’s statement and called it “fabricated” and “full of lies” while calling upon the minister to resign.

MP Khaled al-Sultan agreed with Mazid and called 2011 the year of “beating and humiliation” for Kuwait.

On the other hand, Minister of State for Cabinet Affairs Rawdan al-Rawdan found it unlikely that the government is responsible for Mutairi’s death.

“I can’t believe that the Kuwaiti government intentionally tortures citizens,” he said. “We all want to know the truth.”
