(How can there be an agreement for the idolaters with God and with His Messenger; except those with whom you made an agreement at the Sacred Mosque? So as long as they are true to you, be true to them; surely God loves those who are careful (of their duty)). The noble Quran chapter 9 verse 7.
Here the verse is ordering Muslims to fulfill the treaty although it is with idolaters.
(How (can it be)! while if they prevail against you, they would not pay regard in your case to ties of relationship, nor those of covenant; they please you with their mouths while their hearts do not consent; and most of them are transgressors). The noble Quran Chapter 9 verse 8.
Here God is warning Mohammed (PBUH) that the Meccians are up to something.
(They have taken a small price for the communications of God, so they turn away from His way; surely evil is it that they do. They do not pay regard to ties of relationship nor those of covenant in the case of a believer; and these are they who go beyond the limits). The noble Quran Chapter 9 verses 9-10
(And if they break their oaths after their agreement and (openly) revile your religion, then fight the leaders of unbelief-- surely their oaths are nothing-- so that they may desist.) The noble Quran chapter 9 verse 12
Here God is telling do not fight them unless they break the treaty.
(: What! will you not fight a people who broke their oaths and aimed at the expulsion of the Messenger, and they attacked you first; do you fear them? But God is most deserving that you should fear Him, if you are believers) The noble Quran chapter 9 verse 13
Here it is clear that the Meccians BROKE the treaty and ATTACKED the Muslims first.
(Fight them, God will punish them by your hands and bring them to disgrace, and assist you against them and heal the hearts of a believing people) The noble Quran chapter 9 verse 14
Here it is clear that Muslims are that much hurt from the Meccians. That is why the victory of the Muslims will heal their hearts. Then the rest of the chapter speaks of something else until it reaches the verse 73.
(O Prophet! strive hard against the unbelievers and the hypocrites and be unyielding to them; and their abode is hell, and evil is the destination) The noble Quran Chapter 9 verse 73.
((O Prophet)) makes it clear it is a story. Also strive hard means to struggle against the attacker. May I remind that fighting in Islam is only for defense and not to attack.
(And fight in the way of God with those WHO FIGHT WITH YOU, and , surely God does not love those who exceed the limits) The noble Quran Chapter 2 verse 190
Then the rest of chapter 9 speaks of something else until verse 123
(O you who believe! fight those of the unbelievers who are near to you and let them find in you hardness; and know that God is with those who guard (against evil).) The Noble Quran Chapter 9 verse 123
The quotation (who are near to you) makes it very clear that it is talking about a specific place at a specific period. (Let them find in you hardness) so that Meccians do not think that Muslims are weak because Muslims always acted PEACFULLY so they appeared weak to the Meccians.
At the end what I want to say is Quran can never order me to be peaceful and violent at the same time. Otherwise it will be contradicting itself. God is far above that. Quran only asks me to be peaceful.
(any one slew a person - unless it be for murder or for spreading mischief in the land - it would be as if he slew the whole people: and if any one saved a life, it would be as if he saved the life of the whole people) The Noble Quran Chapter 5 verse 32
